It is that they give out legendary cores for mistakes like putting a mod that shouldn't exist into drop table. It is a legendary core, it is like winning Warframe lottery for doing nothing specific except being lucky. I just acquired a legendary core and when I try to fuse it with my unranked Prime Heated Charge I am unable to select it as an option. Many people do not need a legendary core, most people with primed mods have upgraded them to at least rank 5 or 6. I would not spend 300 plat to get 5 levels on a mod. In terms of "maximum profits" waiting for a new primed mod and maxing it is the way to go.
